Refresh: the Gulf war reached the forecasts and the core started paying for its debt
Sixteen days, six parallel sweeps. The October IMF and World Bank releases put numbers on the Gulf war, with Kuwait and Qatar deep in contraction and Iraq devaluing the dinar 15 percent. Ethiopia swept Tigray's cities while Eritrea severed ties. Gilts, OATs and JGBs repriced the core's debt, a White House committee moved on a Fed governor, and a Taliban-Pakistan border war opened. Thirty-seven countries, fifty-four sub-factors.
Abstract
Sixteen days. Six parallel regional sweeps ran. Every source was rated centrally. Thirty-seven countries, fifty-four sub-factors. State, belligerent, advocacy and single-chain claims moved nothing on their own. TurkStat's September inflation print informed direction only. The Mali blockade was finally booked on an opened in-window dateline after seven held passes. Publication-date traps were caught and dropped on the 2025 European drone wave, Hungary's April election resurfacing as a live October campaign, the October 2025 fall of El Fasher in anniversary coverage, Hurricane Melissa from 2025, and a Mali blockade piece carrying a June dateline inside October search results.
The Gulf war reached the forecasts
The October IMF World Economic Outlook put 2026 GDP at minus 16.7 percent for Kuwait, minus 15.6 percent for Qatar, minus 11.3 percent for Bahrain, minus 3.9 percent for the UAE and minus 3.3 percent for Saudi Arabia. The World Bank's October 6 regional outlook put the GCC average at minus 4.3 percent, with Qatar at minus 20.9 percent, its weakest in five decades, and Iraq at minus 12.4 percent. The two institutions' point estimates for Kuwait and Qatar diverge. The scores sit on the shared direction rather than either number. Near-term fiscal state worsened three steps for Kuwait and Qatar and a step for Bahrain.
Iraq's central bank devalued the dinar from 1,320 to 1,520 per dollar on October 7, about 15 percent, to protect reserves under the Hormuz export squeeze. The parallel market spiked about 9 percent above the official rate in Erbil and staple prices surged. The seven-month deficit grew to about 22 billion dollars, with an estimated 60 billion dollars of oil revenue lost since the war began and the 2027 draft budget built on 58 dollar oil against a breakeven near 92. Monetary independence worsened two steps. Inflation worsened three steps. Near-term fiscal state worsened a step.
Oman is the only GCC economy the IMF has growing, at plus 4.1 percent. OQ plans to double crude storage at Duqm toward 10 million barrels and Aramco is studying a roughly 7 billion dollar pipeline across the Empty Quarter to Duqm that would bypass both Hormuz and Bab al-Mandeb. Iranian drones have hit Omani terminals during the war, which caps the upgrade. Near-term fiscal state improved a step.
Iran held at its floors with both tails live. The lull is fraying, with Pentagon strike plans reported ready, Hegseth meeting Netanyahu on resuming major operations, and the IRGC threatening the seven undersea internet cables through Hormuz. The negotiated exit also firmed. Iran and Oman finalized the coordinates of safe Hormuz transit corridors on October 7, indirect talks continue through Qatar and Oman, and UKMTO counted Hormuz flows at about 68 percent of the pre-war baseline in mid-October with at least 12 ships attacked in a week. OFAC extended Operation Economic Outcast to Iran's automotive and rail sectors on October 1 and designated 27 parties in the shadow-banking network on October 15. Sanctions exposure was already at the floor.
Houthi ballistic missiles hit the Al-Alam military camp in Shabwa on October 19. The toll reached 73 killed and more than 200 wounded, the deadliest single attack since the 2022 truce era, alongside claimed strikes on Saudi airports and energy facilities. Yemen's long-horizon conflict involvement worsened a step. The long score loses the assumption that the 2022 truce pattern bounds the war.
A correction from the carry-forward list. The prior pass recorded Saudi August output at 1990 lows. That figure described oil output, and one sweep misread it as GDP. The in-window IMF number of minus 3.3 percent corroborates the fiscal score already booked, which held.
The Horn realigned in twelve days
Ethiopia's federal and allied forces advanced on five axes after retaking Mekelle's airport. They took Shire and Abiy Addi on October 8, Adwa on October 11, Axum on October 12, and reached Zalambessa on the Eritrean border, where Eritrean forces withdrew across it. Five senior TDF commanders surrendered. The federal government announced six months of direct command-post rule over Tigray before any elections. Conflict involvement held at the floor. Rule of law worsened a step on the military administration of a region.
The interstate dimension opened in the same window. Ethiopia closed Eritrea's embassy and expelled ten of its diplomats. Eritrea severed relations entirely and asked the UN Security Council on October 10 for deterrent sanctions against Ethiopia, accusing it of declaring war. Ethiopia and Egypt expelled each other's senior diplomats on 48-hour notice, and Cairo is coordinating with Eritrea, Sudan and Somalia across the GERD, Red Sea access and support for anti-federal forces. Ethiopia's alliance reliability worsened two steps. Eritrea's conflict involvement worsened a step. Egypt's alliance reliability eased a step.
Sudan stayed at its floors while the RSF's drone campaign killed more than 160 people in days, about 110 of them at the al-Dabba transport hub, and attempted strikes on the Atbara and Setit dams were intercepted. The UN calls drones the leading cause of civilian deaths in Sudan this year.
The core started paying for its debt
Ten-year gilts traded above 5.4 percent, about a point higher than a year ago, with reported fiscal headroom below 10 billion pounds ahead of the October 28 Budget. A reported 30-year print of 6.03 percent on October 7 would be the highest since 1998. Fifty-four of sixty-three polled economists expect a Bank of England hike on November 5. UK near-term fiscal state worsened a step.
France's OAT-Bund spread reached about 150 basis points, the widest since 2011 and above both Italy and Greece. Fitch warned on October 12 that the A+ rating faces downgrade risk, with the 2026 deficit revised up to 5.4 percent of GDP and debt at 119 percent heading toward 122. Lagarde said on October 17 that long rates have risen notably and financing conditions are tighter than the ECB had assumed. Near-term and long-term fiscal state each worsened a step. Moody's reviews France on October 23, past this window.
Japan's 30-year JGB hit a record 4.235 percent on October 5 and 6, and a 10-year auction carried the first coupon above 3 percent in three decades with yields rising through it. Prime Minister Takaichi paired a pledge to restrain issuance with fiscal expansion, and the yen near 160 drew verbal warnings only. Near-term fiscal state worsened two steps and the long horizon a step.
The United States took two hits in the same category. The White House created a three-member committee of inquiry on October 9, staffed entirely by administration officials, to recommend whether cause exists to remove Fed Governor Lisa Cook, with a non-public hearing set for November 5. The Supreme Court's 5 to 4 June ruling had preserved her seat pending due process. A for-cause record manufactured through an executive-staffed panel is a mechanism aimed at the one legal protection the Court upheld. Fed independence worsened a step on both horizons.
The AI-data-centre credit stress moved from warnings into bank behaviour. Oracle's five-year credit-default swaps closed at a record 288 basis points on October 15. Banks led by JPMorgan and MUFG have spent six months unable to distribute 38 billion dollars of data-centre construction debt and are selling slices at a discount against internal AI-exposure limits. The Project Jupiter force majeure stands unresolved with the 18 billion dollar loan near 89 to 91 cents. Banking stability worsened a step, consistent with the site's five-siphons analysis.
US rule of law held at minus five for a sixth pass. The DC Circuit heard ninety minutes of argument on October 14 on Judge Cobb's order against the Guard deployment, questioned the government on Posse Comitatus limits, and issued no ruling. About 2,900 troops remain deployed.
A border war opened in South Asia
Taliban and Pakistani forces have fought along the Kurram-Paktia border since October 5. Pakistan reported killing twelve fighters on October 10 and losing a soldier. The eighth Moscow Format talks ended the same week without a joint statement after Taliban objections to terrorism language. Pakistan declared a state of emergency in Khyber Pakhtunkhwa on October 11 and suspended the provincial government, and the UN human-rights rapporteur called for war-crimes investigations. Afghanistan's conflict involvement worsened a step. Pakistan's political stability worsened a step on the suspension of an elected provincial government. Pakistan's conflict involvement was already at minus nine and held, with the new front carried in confidence and notes.
Pakistan's fiscal state moved the other way. The IMF staff-level agreement of October 7 unlocks about 1.21 billion dollars toward 5.7 billion cumulative, with September inflation moderated to 10.3 percent. Fiscal state improved a step.
The energy war ran through a one-day ceasefire
Trump announced a Russia-Ukraine energy ceasefire on October 11. Russia struck an energy facility near Kharkiv within hours, and three strike waves followed inside the window. Gerasimov announced massive strikes on October 16 with power disruptions across eleven regions, and the October 20 wave left more than 500,000 people without power, heat or water with winter arriving and thermal plants already damaged. Ukraine's near-term infrastructure worsened a step.
Ukraine answered at depth. The largest drone attack on Saint Petersburg since 2022 set the oil terminal and the Ruchyi depot ablaze on October 18 and hit a VKontakte data centre and an Ozon logistics hub. Russia's infrastructure worsened a step and its trade capacity held at minus nine as fuel limits persist.
Mali, booked at last
Seven consecutive passes held Mali for want of a dated primary source. This pass opened one. Financial Afrik's October 15 piece documents the blockade's freight economics, with traffic forced off the Kidira-Kayes axis onto the southern Kedougou-Moussala route, truck queues of tens of kilometres at the border post as of October 1, tanker convoys under military escort, and diesel fixed at 940 CFA selling for 1,250 to 2,500 CFA in the centre and north. Near-term trade capacity worsened a step. Inflation worsened two steps. The AllAfrica report of October 10 that negotiations with JNIM have stalled could not be opened and stays direction-only.
Where conditions improved
Nigeria's fiscal state improved a step after Fitch revised the sovereign outlook to Positive on October 9, citing sustained reforms, reserves of 54.9 billion dollars against 32 billion in April 2024, and naira appreciation, then moved eleven Nigerian banks to positive outlook. September inflation fell to 14.63 percent, a fourth straight decline and the lowest since October 2020. The inflation score improved two steps, cross-checked against the independent rating action.
Bolivia's fiscal state and monetary independence each improved a step on the IMF's 1.9 billion dollar program approved October 3, one day before this window opened and missed by the prior pass, booked late here. Chile's President Kast made the first Chilean state visit to Bolivia in 71 years on October 16.
Sri Lanka's near-term fiscal state improved a step on the October 4 staff-level agreement for the seventh EFF review, with an eleventh straight quarter of growth and reserves at 6.9 billion dollars. September inflation at 8 percent eased the inflation score down two bands from the May read.
Egypt's near-term fiscal state improved a step. The World Bank has oil-importing Egypt growing 5.1 percent in a reversal of fortunes, the final IMF review is on track for late November, and the government says it may not need a successor program.
The rest of the record
Tunisia's near-term political stability worsened a step after more than 3,000 people led by the UGTT marched in Tunis on October 17 over prices, unemployment, water and power cuts, jailed dissidents and prosecuted journalists, the largest anti-Saied demonstration in years. Mexico's alliance reliability worsened a step after the US deployed about 500 troops to the border over a claimed cross-border shooting that Sheinbaum says Mexico has no evidence occurred. Canada's near-term trade capacity worsened a step as new US lumber duties took effect and the September Labour Force Survey showed employment down 68,000, the first jobs report reflecting the tariff round. India's monetary independence eased a step as the RBI's first hike in nearly four years met reserves down 51 billion dollars in four weeks defending 97 to the dollar. Poland's near-term rule of law worsened a step after the Constitutional Tribunal standoff escalated to physically blocking a newly elected judge from his workplace. Panama's disaster exposure worsened two steps on the magnitude 7.7 earthquake of October 9, its largest since 1991, while the canal confirmed normal operations within a day. Senegal's near-term fiscal state worsened a step, late-booking the August Moody's cut to Caa2 and the September staff-level agreement behind the ongoing restructuring. Bangladesh's fiscal state worsened a step on the WEO cut to 3.2 percent growth.
Holds carried the rest. Haiti's conflict involvement held at minus eight after gangs burned a Gang Suppression Force vehicle on October 18 and left four Salvadoran personnel missing, the force's biggest attack since June. Cuba's infrastructure held at the floor as an October 16 plant fire pushed the forecast deficit to 75.5 percent of peak demand, the worst since grid data began in 2022. DR Congo's healthcare held at the floor with WHO counting 8,728 confirmed Ebola cases and 4,205 confirmed deaths by October 8 and a first imported fatal case in Kenya. Brazil held at minus three into a razor-tight October 25 runoff. Bosnia held after a peaceful October 4 election in which Dodik's SNSD retained Republika Srpska. Serbia's campaign for October 25 ran as scheduled and was checked explicitly this pass. The Philippines held after Manila summoned China's ambassador over his remark that China could easily win if it chose force. Venezuela held, with the carry-forward framing corrected, since Maduro has been in US custody since January and the in-window event was the October 15 torture-conspiracy charges.
What we did not score
TurkStat's September inflation print of 29.73 percent is state self-report under documented credibility doubts and informed direction only. The AllAfrica Mali negotiations piece could not be opened to confirm its dateline. Vietnam's reported first investment-grade sovereign rating rests on a single unconfirmed aggregator and is carried forward for verification. Post-October-4 Venezuela boat-strike claims carried dates later than the day they were gathered and were discarded. Algeria's announced arrest of 61 Moroccans is an Algerian state claim relayed through a Moroccan domestic outlet and informed direction only. Zimbabwe's parliamentary-opening economic claims are state self-report with an unconfirmed date. A reported Senegal eurobond selloff on October 20 could not be opened. The Thailand-Cambodia file, including a reported conciliation thaw and a border container-wall claim, was held in its entirety. That story has recirculated 2025 coverage into two prior passes, and no in-window claim could be pinned by opening a dated article. China's latest PLA purge round is corroborated as a pattern but carried no opened in-window dateline. El Salvador's announced plan to release up to half of its emergency-regime detainees is announced relief, not executed relief, and was held with a note. Typhoon Champi had not made landfall by window close.
Carried forward
A dense event wall sits just past this window. Georgia's Constitutional Court takes up the five-party ban on October 21. Turkey's rate decision lands October 22. Moody's reviews France October 23. Serbia votes and Brazil runs off on October 25, the EU's LNG-tanker assessment is due the same day, and Israel votes October 27. The Fed meets October 27 to 28, the UK Budget lands October 28, the ECB meets October 29 and the BoJ October 29 to 30. The Cook committee hearing and the Bank of England decision both fall on November 5. The US DC Guard appeal, argued October 14, awaits a ruling for a seventh pass. The DRC Ebola bulletins disagree on whether the newest affected province is North Ubangi or Sud-Ubangi, and the next pass resolves it.
The wall below carries the movers alongside the corroborating and score-held coverage.
