Protesters clashed with police in Santiago over President Kast's security-reform package, with tear gas and water cannon used and demonstrators invoking Pinochet-era comparisons. The clash is verified but the contents of the package are not yet documented, and a single public-order confrontation in a consolidated democracy is not by itself a civil-liberties move.
