IMF cautions Ghana against rushing back to international capital markets

The IMF cautioned Ghana on Aug 25 against rushing back to international capital markets, urging it to rebuild investor confidence and its credit rating first. This is a genuinely new in-window item and specifically NOT the July 27 IMF-completion story that has been recirculating as fresh. A creditor counselling patience does not reverse the debt-distress exit already booked, and it cautions against extrapolating it.

IMF upgrades Ghana's debt distress risk rating to moderate

The IMF Board's July 27 sixth ECF review upgraded Ghana from high to moderate debt-distress risk after 13 years, disbursed a final ~$371M and approved a 36-month no-money Policy Coordination Instrument, atop $2.1B in Eurobond repayments since January 2025. The same window's counterpoint: the cedi fell 3.1% in July (-10.4% YTD) after reserves dropped $1.2B on the buyback and June FX intervention; both booked, not netted.

Ghana meets debt target and gets final IMF disbursement

The IMF Executive Board completed the sixth and final review of Ghana's $3B ECF July 27, disbursing the last ~$371M; Ghana achieved 'moderate risk of debt distress' for the first time in 13 years with all debt indicators below LIC-DSF thresholds and the restructuring largely complete. Drove Ghana fiscal near 1 to 3 and long 3 to 4.
